Agenda → packet → approved minutes (secretary workflow)

  1. Draft the agenda — motions and discussion items only; mark anything that needs a vote.
  2. Build the packet — notice + agenda + prior minutes + financials + committee reports + exhibits directors must read before they vote. File under Meetings / YYYY-MM-DD / packet.
  3. Send notice on the statutory clock — see the notice table below (California: at least four days with agenda in notice by general delivery under §4045, Civ. Code §4920; nonemergency executive-session-only at least two days; emergency meetings under §4923 require no notice; FL 48 hours posted; TX 144 hours posted+emailed for regular meetings, etc.).
  4. Run the meeting — note amendments to the agenda on the record; do not silently swap exhibits after distribution.
  5. Approve and file minutes — draft → board review → approve → archive under Meetings / YYYY-MM-DD / minutes-approved beside the packet.

Packet and minutes are siblings in the official library — not two email threads. Cross-links: how to write HOA meeting minutes · document organization · board packet software · election software.

What stays out of the owner packet

  • Executive-session materials and attorney-client privileged drafts.
  • Florida: protected records owners are not entitled to inspect under §720.303(5)(g) — confirm with counsel before wide distribution.

Secretary checklist (copy into your next packet)

  • Own the packet — one secretary (or designee) is accountable for the dated bundle
  • Lock the agenda version — no silent swaps after distribution; note amendments on the record
  • Decision-ready attachments only — ARC applications, bids, and policies the board can vote on
  • Permission tiers — board-only drafts vs owner-visible adopted materials
  • Distribute on the statutory notice clock — e.g., California at least four days with agenda (Civ. Code §4920); confirm FL/TX/CO in the table above
  • After the meeting — save notice, agenda, exhibits, and approved minutes together in the official library

Folder map (Meetings / packet vs minutes)

Use a consistent path in your document library:

Meetings / YYYY-MM-DD / packet — notice, agenda, exhibits sent before the meeting
Meetings / YYYY-MM-DD / minutes-approved — adopted minutes + certificate attachments

Full seven-folder habits: HOA board document organization.

Minutes hook (approved record)

Approved minutes are the system-of-record sibling of the packet — not a separate mystery file in email. Typical path: draft → board review → approve → publish/archive with exhibits. KindHOA supports board document review workflow for drafts.

The meeting minutes generator helps secretaries format a draft — it does not replace your approval vote or statutory notice duties.

Election certificates belong in the packet archive beside minutes — see HOA election software and how to run HOA board elections.

Committee reports on the agenda

Standing committees should deliver a predictable structure:

  1. Status — what happened since last meeting
  2. Challenges — blockers the board should know
  3. Recommendations — motions or votes needed
  4. Attachments — bids, photos, or policies marked Ready for secretary

On Board Automation, open Meetings → a scheduled meeting → Agenda → Open work to pull standing committee report slots, carry-over items, and board submissions onto the agenda. Good Neighbor boards assemble packets manually in the document library.

Plan note: Formal Elections are on Good Neighbor at $0. The Meetings hub (agenda, packet, recording with post-meeting formal minutes) is Board Automation at $29/mo or $300/yr.

Sample motion (adopt packet practice)

MOVED that the board adopt a written board-packet practice: the secretary shall distribute the agenda and decision-ready attachments at least [3–5] days before regular meetings, maintain board-only vs owner-visible permissions, and archive notice, agenda, exhibits, and approved minutes under Meetings / YYYY-MM-DD in the association's official document library. SECONDED / PASSED.

HOA board packet software (honest peer shortlist)

When the board asks for HOA board packet software or HOA meeting minutes software, score peers by secretary + treasurer jobs — not brand fame:

Google Docs vs portal software

ApproachWinsFails
Shared Drive folderFast for one secretaryPermissions follow people, not the association; approved minutes detach from the packet
Reply-all PDFsFamiliarNo owner vs board visibility tiers; "which version?" disputes
HOA portal (KindHOA, PayHOA, …)One system of record; treasurer report + ARC in the same meeting folderRequires a board vote to adopt a portal practice

Treasurer financials in the packet: HOA treasurer software (Excel handoff and monthly close checklist).

FAQ (secretary)

What software do HOA secretaries use for board packets?

Volunteer boards use either an HOA ops portal (KindHOA, PayHOA, and similar) or a minutes-only tool. KindHOA fits when the secretary and treasurer share one login at $0 or $29/mo flat — see board packet software.

How long before the meeting should the packet go out?

Many associations aim for 3–5 days before a regular board meeting — confirm open-meeting and notice duties with counsel.

Does KindHOA replace parliamentary procedure or counsel?

No. Software files and permissions; your parliamentarian and attorney still own procedure and statutory notice.

Is a welcome packet the same as a board packet?

No. Welcome packets onboard new owners (welcome packet builder). Board packets are director-only pre-meeting bundles.

When KindHOA loses

Boards that refuse any portal and insist on Dropbox + email-only coordination will not adopt KindHOA — honest exit. Stay on PayHOA when CPA-depth GL inside the product is the single vote. Pair a free website with a treasurer ledger elsewhere if that is the board's chosen split.
