Build a move-in packet new owners will actually use — board contacts, how to pay dues, utilities, parking/trash/ARC rules, amenities, and a first-30-days checklist. Print PDF or copy Markdown. No signup, no email wall.

An HOA welcome packet should cover contacts, how to pay dues, utilities, and the rules that cause most first-year violations — parking, trash, pets, and ARC. Deliver it at closing or within the first week so you send fewer violation notices later. Keep late-fee policy brief in the packet; use collections letters for unpaid invoices.

Vital community guidelines
Trash & recycling
Trash bins must be stored in your garage or behind your side fence, out of sight from the street. Bins can go to the curb starting at 6:00 PM on Monday and must be returned to storage by Tuesday evening.
Parking & vehicles
Vehicles should be parked in your garage or driveway. Street parking is restricted overnight (2:00 AM to 6:00 AM) to ensure clear access for emergency vehicles. Commercial box trucks are prohibited overnight.
Pet policies
Pets must be kept on a leash at all times when in common area parks and walking trails. Owners are required to pick up and properly dispose of all pet waste.
Architectural controls (ARC)
Any changes to the exterior of your property (fences, sheds, painting, or major landscape additions) require prior review and written approval from the Architectural Review Committee (ARC).
Amenities & documents

Prepared by the Oakridge Homeowners Association Board of Directors. Welcome home! This packet is an onboarding guide, not a statutory resale disclosure package.
Collect dues, track violations, and run your board — free on the Good Neighbor plan.
A useful welcome packet covers board and emergency contacts, how to pay dues (amount, due date, grace period, payment link), utility providers, parking and trash rules, pet policies, ARC/architectural basics, amenities, and where governing documents live. Keep it short enough to read on move-in day — link out to the full CC&Rs and rules directory for detail.
What is the difference between a welcome packet and a resale disclosure package?
A welcome packet is an onboarding guide the board gives new owners. A resale or transfer disclosure package is a legal document set often required at sale (budget, reserve summary, governing docs, insurance, and state-specific forms). This builder creates an onboarding packet — it does not generate statutory resale certificates or Civil Code disclosure forms. Confirm sale-time requirements with your association attorney or manager.
When should boards give new owners a welcome packet?
Ideal timing is at closing handoff or within the first week after move-in. Early delivery reduces first-year violations caused by owners who never saw parking, trash, or ARC rules — and cuts the number of courtesy notices the board must send later.
Should the packet include assessment amount and how to pay?
Yes. The #1 new-owner question is “who do I pay, and when?” Include the current assessment amount and frequency, due date, published grace period, payment URL or portal path, and a short pointer that late fees follow your documents and state caps. Keep full collections letters separate from the welcome packet.
How does a welcome packet relate to HOA violation notices?
Welcome packets set expectations; violation notices enforce them. Publish rules first, then use a consistent notice ladder (courtesy → official → hearing) when someone still breaks them. Draft notices with https://kindhoa.com/tools/violation-letter-builder and follow https://kindhoa.com/blog/how-to-write-hoa-violation-notice.
Can a welcome packet reduce HOA violation notices?
Yes — most first-year violations come from owners who never saw the parking, trash, or ARC rules. A clear packet plus a published rules directory sets expectations at move-in so boards send fewer courtesy warnings later. Pair with https://kindhoa.com/blog/hoa-rules-directory-guide.
Pair violation notices with late-fee policy and a welcome packet that publishes rules before problems start — so boards keep collections notices and covenant letters on separate paths.
