Irving municipal code
Irving may regulate short-term rentals through zoning, registration, or hotel occupancy taxes under Texas Local Government Code authority. Chapter 209 does not eliminate valid city STR rules. Boards should download the city’s current STR compliance guide and reconcile it with deed restrictions and dedicatory instruments.
HOA governing documents
HOAs enforce recorded use restrictions (minimum lease terms, guest limits, parking) when consistent with applicable city licensure and state law. Covenant enforcement requires notice, cure periods, and uniform application.
